Hey all, if I took a .dll from an existing, copyrighted source and wrote decls for use with Blitz3D, if I am not distributing the .dll but wish to distribute the decls file for anyone that HAS the .dll, are there any legal ramifications with this?

No. The decls file would your copyright since you wrote it.

Actualy I would contanct the person who made the dll and see any restrictions.
