DLL for Image Transparency?

Is there a DLL that I can use that will give me the ability to draw transparent images or alpha images (50% for example.) WITHOUT using readpixelfast and writepixelfast? I hope so, because using those commands for realtime image transparency is pretty slow and tedious.. =/ Thanks!
